Ms.M. When the Victorians built the main body of the Houses of Parliament they added gutters and downpipes to the old Palace to stop it getting damp and rotting. As you can see from this, the gutter outflows are pretty much concealed, but they put back fake gargoyles to replace the real ones (now redundant) because (a) the Victorians were good at drains and sewers and (b) they had no taste.
