As for the location, you're quite a few miles and over a century out, Speedway. Yikes!
Oh, well, I did notice all the rivets so thought it might be one of the old bridges. And the red circle seems to have a valve at its center, so it might be marking a place to oil the joint of a hinge of sorts. Yeh, I knew it wasn't the Eye, but damn, it does look a bit sore.
OK, since I'm bright-eyed and bushy-tailed and I went on the odyssey, here is the giant red dot - enlarge the 3rd image down, on the right and you will see the red bits, bright as the worst hung-over eyes you'll ever see -

The valve is an old gas lamp spigot, which should help date it.
Tower Bridge. I saw the red "eye" on the sides of the bridge, left and right, in a picture. I imagine the lights were to mark the span for ships.
